Subject: Request for Proposal (RFP No.08/MOT/2025): Construction of a Hall, a Kitchen and a Shelter at Ndindane Secondary School – Nkomazi Municipality – Mpumalanga, SOUTH AFRICA.

1. Background:

The Mozambique Transmission Company – MOTRACO – is a limited liability company incorporated in the Republic of Mozambique in 1998. The company is a joint venture of Electricidade de Moçambique (EDM), Eskom Holdings (Eskom), and Eswatini Electricity Company (EEC). MOTRACO was created as a vehicle for co-operation with the primary objective of building, owning, operating, and maintaining the Transmission system, as well as supplying electricity to the Mozal aluminium smelter in Mozambique and wheeling power to EEC and EDM.

Terms of Reference

2. Contextualization:

MOTRACO, under corporate social responsibility for the financial year 2025, intends to fund a project for the construction of the following school infrastructures in the Ndindane Secondary School at Nkomazi Municipality, South Africa:

• School Hall
• School Kitchen
• Assembly Shelter

The bidders are requested to submit separate quotations for each facility, as detailed below:

3. Scope of Work:

3.1. School Hall

The school requires a multi-purpose hall that will be used during examinations, school and community events, as well as a dining hall for the National School Nutrition Program.

3.1.1. Specifications

• Suitable flooring for various activities.
• Accessibility considerations, including ramps and entry points for persons with disabilities.

3.2. School Kitchen

The kitchen is one of the key requirements to ensure that the school prepares food for learners in a safe and healthy environment. The kitchen should be a fully functional kitchen and meet hygiene and safety requirements standards for school food service facilities.

3.2.1. Specifications

• Proper plumbing and waste management systems.
• Sufficient space for staff to prepare meals and store cleaning supplies.

3.3. Assembly Shelter

The shelter is to be used during rainy days or days where the weather is not well.

3.4. Format of Proposal:

The proposals must be detailed and present the following:

• Detailed separate quote for each component of the project (i.e. School Hall, Kitchen, and Assembly Shelter).
• A clear breakdown of costs, including labour, materials, equipment, permits, and other associated expenses.
• Detailed timeline for the construction process for each project.
• Description of safety measures to be implemented during construction.
• List of previous projects similar in scope, particularly in educational infrastructure, at least two references.

3.5. Bidders Shall Submit the Following Information and Documents:

• Company registration details and profile.
• References from the market.
• Relevant experience and qualifications.
• Work plan.
• Other support documents.
